Norway and Europe is facing a severe housing shortage, while the construction industry is challenged by rising costs and limited space. Densification through rooftop extensions is the way forward.

Build on Top aims to drive a shift in industry practice — from demolition and new construction, to preserving the buildings we already have and creating new life on top.

Build on Top is an initiative led by InnoTre and WoodWorks! Cluster.

About the project

A new layer of urban development

Cities are growing, but available land is limited. Build on Top explores how we can expand upward—using existing rooftops to create sustainable housing, workplaces, and green spaces. By building smarter rather than bigger, we make cities more vibrant, efficient, and climate friendly.

Takes responsibility for developing the industry

Through the Build on Top initiative, InnoTre and WoodWorks! Cluster are taking a clear national role in showing how we can extend the lifespan of buildings by creating new life on top — for housing and commercial purposes.

InnoTre is a business cluster in Southern Norway that strengthens the competitiveness of the forest and wood-based industry. With roots in Agder County and a growing member network, the cluster develops innovative solutions and collaborations across the value chain — from forest to finished products.
